Yes, Enuma Elish is older than the Gen 1 Jewish creation myth. In Enum Elish "Tiamat" a sea serpent goddess, is sliced into two to make the sky and earth. In Gen 1 it's Tehowm. Tehowm is the ancient Hebrew word for "waters" but it likely was originally a similar Jewish goddess. In Gen 1 Tehowm is divided also to separate the waters from the waters (waters above the sky to provide for clouds and rain. This Bible author like everyone else in ancient times didn't know that clouds and rain came from evaporation so this was their sitting around the campfire explanation) and waters below (oceans and seas).

The following days of creation in Gen 1 appear to at least roughly mirror the creation of gods by Marduk in Enuma Elish.

It's very likely Gen 1 was either directly derived from Enuma Elish or from other creation myths derived from Enuma Elish.
